Preheat oven to 325 degrees. Spray an 8-inch baking dish with nonstick cooking spray.
Prepare Brownie Layer
In a medium-sized mixing bowl, combine almond flour, ⅔ cups Lakanto, cocoa powder, baking powder and salt and whisk to blend.
Add cream cheese, melted butter, eggs, and vanilla. Use an electric mixer to mix together until smooth. Fold in the chocolate chips.
Pour the batter evenly into the prepared pan and smooth the top.
Prepare Mint Cream Cheese Layer
In a food processor or high speed blender, combine all of the Mint Cream Cheese Layer ingredients and process until smooth and mint leaves are all very finely chopped. Pour the mixture over the top of the brownie batter and smooth into an even layer.
Bake for 40-45 minutes. The middle of the cream cheese layer will still be a little bit jiggly but it will set as it cools. Let the brownies cool completely before cutting into 16 squares and serving.
