Preheat the oven to 325°F. Spray an 8-inch square baking pan with nonstick cooking spray.
In a medium-sized mixing bowl, combine the dry ingredients and whisk to blend.
Add the cream cheese, melted butter, eggs, and vanilla. Mix until well blended. Fold in the chocolate chips.
Pour the batter evenly into the prepared pan and smooth the top. Bake for 30 to 40 minutes, until a toothpick inserted in the center comes out clean. Let cool.
Dust with sweetener, if desired, then cut into 2-inch squares.
